Manchester City face potential sanctions after reported 114-charge finding, but outcome remains uncertain

Manchester City have reportedly been found liable for 114 of the 115 Premier League financial-rule charges brought against them, a development that could have major consequences for the club. However, the full independent-commission judgment has not been published, no sanction has yet been imposed, and City are expected to appeal.

The reported finding follows a 12-week merits hearing that ran from 16 September to 6 December 2024. The Premier League charged City in February 2023 after a long-running investigation into alleged breaches between 2009–10 and 2017–18. The case includes allegations over financial information, remuneration disclosure, profitability and sustainability compliance, and cooperation with the Premier League’s investigation—not simply nine years of PSR violations.

Under Premier League Rule W.51, an independent commission can impose a broad range of punishments. These include a reprimand, fines, costs, compensation, suspension from league matches, points deductions, player-registration measures and, in the most extreme scenario, a recommendation that the league expel the club from membership. The commission can combine sanctions or impose another penalty it considers appropriate, subject to proportionality and appeal.
